In February 2019, the Marijuana Legalization Work Group was convened by the Senate President and House Speaker.
The Work Group is considering issues concerning legalization of marijuana, including the impact on the health of Marylanders and the criminal justice system. Further, it will examine how to regulate legal marijuana, and how to structure both taxing and licensing its sale. The effect of legalization on federal tax and banking laws will be studied by the Work Group, as will the potential for small, minority and women-owned business participation.
Four subgroups of the Work Group have formed to consider criminal justice issues, minority participation, public health, and taxation and regulation.
Due December 31, 2019, the Work Group's report was expected to provide a basis for legislation in the 2020 legislative session. However, the Work Group decided not to endorse legislation legalizing recreational use of marijuana for the 2020 legislative session. Instead, the Work Group opted to continue studying and working through the remaining legalization issues.
