The Governor's Council on the Chesapeake Bay was initiated by the Governor in January 1985 (Executive Order 01.01.1985.02). The Council advises the Governor on management of the Bay and surrounding areas. Known as the Governor's Chesapeake Bay Cabinet, the Council also promotes interagency coordination and integration of Bay-related programs.

Formerly at the Chesapeake and Coastal Service of the Department of Natural Resources, the Council moved to the Water Management Administration (now Water & Science Administration) of the Department of the Environment in 2015.

In January 2015, the Council assumed responsibility for the work of the BayStat Subcabinet, the BayStat Program, and the BayStat Program Scientific Advisory Panel.

    In July 2008, the BayStat Program Scientific Advisory Panel was formed (Chapter 120, Acts of 2008). Formerly under the BayStat Subcabinet, it moved to the Chesapeake Bay Cabinet in January 2015.

    Annually, the Panel makes recommendations to the Governor's Council on the Chesapeake Bay (Chesapeake Bay Cabinet) on the use of the Chesapeake and Atlantic Coastal Bays 2010 Trust Fund.
