In July 1997, the Governor and the Speaker of the House of Delegates jointly created the Task Force on Education Funding Equity, Accountability, and Partnerships. The Task Force reviewed funding for Maryland schools and programs for school children from kindergarten through 12th grade. It studied whether funding gaps or inequities exist, especially in programs for children from disadvantaged backgrounds or with limited English language skills. In addition, the Task Force developed accountability systems to ensure that school systems meet fiscal and educational standards.
The Task Force submitted a preliminary report to the Governor and House Speaker in January 1998, and its final report in July 1998.
