Open enrollment for individual coverage starting January 1, 2020 began on November 1, 2019 and ended December 15, 2019. During the open enrollment period, consumers evaluated their health insurance options, including an estimate of financial assistance, on the Exchange website (www.marylandhealthconnection.gov). The next open enrollment period will begin Nov. 1, 2020 and will end on Dec. 15, 2020 for individual coverage starting January 1, 2021.
Due to the pandemic coronavirus, the Maryland Health Benefit Exchange opened a new special enrollment period for all Marylanders in need of health insurance during this state of emergency. Uninsured Marylanders may enroll March 16, 2020 through April 5, 2020 for coverage beginning April 1, 2020. In April, the special enrollment period was extended to June 15, 2020, with coverage beginning either May 1 or June 1, 2020, depending on the date of enrollment.To enroll, go to MarylandHealthConnection.gov or download the free “Enroll MHC” mobile app. Request or select “Coronavirus Emergency Special Enrollment Period.” Free consumer assistance is available by calling 1-855-642-8572 from 8 a.m. to 6 p.m. on weekdays.
CUSTOMER SUPPORT CENTER
The Customer Support Center may be reached by a toll-free hotline (1-855-642-8572), where certified navigators and insurance brokers are available to assist consumers. Since November 8, 2014, the public also has been able to enroll through Maryland Health Connection, the website of the State-based health insurance marketplace.
The Work Group advises the Maryland Health Benefit Exchange on the implementation of the Maryland Easy Enrollment Health Insurance Program. As part of the Program, the Comptroller of Maryland is to include on individual income tax return forms a checkoff to indicate whether an individual (or a member of the household covered by the individual income tax return form) is uninsured. The Work Group will advise the Comptroller on the specific language to be used on the individual income tax return form.

Since October 1, 2017, the Maryland Health Benefit Exchange has had a program for the continual, economical and efficient management of its records. The Exchange's Records Officer develops and oversees the program, and serves as liaison to the Records Management Division of the Department of General Services, and to the State Archives (Chapter 539, Acts of 2017; Code State Government Article, secs. 10-608 through 10-611).
