As an ad hoc group, Criminal Justice Coordinating Council formed in January 1999 to address systemic problems and issues affecting criminal justice in Baltimore City. Council formally organized in August 2001 when a memorandum of understanding was signed by its member agencies.
Council's members and agencies worked cooperatively to enhance public safety, reduce crime, and advance the fair and timely disposition of criminal cases. Together, they helped secure justice both for victims of crime and the accused by dealing with issues that affect public safety and administration of criminal justice. Through Council, they helped law enforcement and related agencies to fight crime. They also informed the public about how criminal justice system works, and how law enforcement community works to protect Baltimore's communities.

Mayor formed Heroin Treatment and Prevention Task Force in Oct. 2014. Task Force's four work groups focused on neighborhood engagement, practice standards, data collection, and access to care.
In July 2015, Task Force was to submit its report.

MAYORAL WORK GROUP ON HOMELESSNESS
Mayor appointed Mayoral Work Group on Homelessness in May 2017 to develop policy recommendations to reduce homelessness.
Work Group submitted its report on June 30, 2017.
MAYOR'S ANTI-ANIMAL ABUSE TASK FORCE
Created in July 2009 in response to burning death of a dog named Phoenix, Mayor's Anti-Animal Abuse Task Force was to make recommendations on ending animal cruelty and dogfighting in Baltimore.
In its final report of July 30, 2010, Task Force recommended creation of a commission to carry on its work. In September 2010, the Mayor's Anti-Animal Abuse Advisory Commission was established.
MAYOR'S COUNCIL ON MINORITY & WOMEN-OWNED BUSINESS ENTERPRISES
Established by Mayor on July 18, 2012, Advisory Council on Minority and Women-Owned Business Enterprises reviewed and evaluated practices of Office of Minority and Women-Owned Business Development, and made recommendations to Mayor and Office for improvements.
Appointed by Mayor, twenty-three members served on Council.
By Jan. 15, 2013, Council was to report its findings to Mayor.
MAYOR'S WORKING GROUP ON THE USE & IMPLEMENTATION OF [POLICE] BODY-WORN CAMERAS
Appointed by Mayor:
Mayor's Working Group on the Use and Implementation of [Police] Body-Worn Cameras was initiated by Mayor in Oc. 2014. Working Group considered benefits and risks of body-camera use, including cost, privacy, video storage, and appropriate scope of such a program for Baltimore.
On April 3, 2015, Working Group submitted its report to Mayor.
NEW AMERICANS TASK FORCE
Mayor established New Americans Task Force in 2013 to develop a plan to retain and attract immigrants to Baltimore.

SPECIAL COMMISSION TO REVIEW BALTIMORE'S PUBLIC CONFEDERATE MONUMENTS

In June 2015, Mayor created Special Commission to Review Baltimore's Public Confederate Monuments. Commission focused on the four Confederate monuments on City property: Confederate Soldiers and Sailors Monument; Confederate Women of Maryland Monument; Roger B. Taney Monument; and Lee and Jackson Monument.
In Aug. 2016, Commission submitted its report to Mayor.
The four Confederate monuments were removed Aug. 16, 2017.
STRATEGIC DEVELOPMENT
TASK FORCE ON BALTIMORE CITY PUBLIC/PRIVATE DEVELOPMENT FINANCING EFFORTS
City Council staff: Carl Stokes
In Jan. 2011, Task Force on Baltimore City Public/Private Development Financing Efforts was convened by City Council member Carl Stokes. Task Force charge was to review Baltimore's process for awarding and then monitoring tax increment financing (fits) and payment in lieu of taxes (pilots). Task Force also was to consider whether these "tifs" and "pilots" were being committed at expense of neighborhood priorities.
