In January 2019, the Maryland Opportunity Zone Leadership Task Force was authorized by the Governor (Executive Order 01.01.2019.01).

The Task Force advises the Govenor on Opportunity Zones and carries out the Governor's policies with regard to them.

To make Maryland Opportunity Zones more competitive, effective, and profitable, the Task Force developed an Opportunity Plan, that sets goals for the State's Opportunity Zones that fit Maryland's specific priorities, as well as the culture and economy of their location. Further, the Task Force created a multi-year timeline for goals to be measured and assessed annually. Citizens were provided access to the work of the Task Force through six regional summits and an electronic portal.

In addition, the Task Force developed a community marketing strategy and economic development policy for Opportunity Zones; recommended legislation to enhance incentives for Opportunity Zones; devised innovative methods to integrate Opportunity Zones into existing State programs, such as More Jobs for Marylanders and EARN Maryland; and coordinated and involved local governments.

A clearinghouse is to be established for local governments, developers, and interested parties to learn about and access Opportunity Zone resources and opportunities.

In October 2019, the Task Force submitted a final report. Additional reports may be requested by the Governor.
