The Task Force to Study the Non-Group Health Insurance Market was created in 1999 (Chapter 602, Acts of 1999). The Task Force charge is to review and study characteristics of the non-group health insurance market, particularly what is available in Maryland, and make recommendations on State laws governing non-group health insurance. It already has considered demographics of those insured in that market; affordability and pricing; and trends in premium costs.

On December 15, 1999, the Task Force submitted its interim report to the Governor and General Assembly. Its recommendations on revamping the substantial, available and affordable coverage program for health insurance were introduced as Senate Bill 883, and House Bill 1199 in the 2000 legislative session. Neither bill passed, and Chapter 320, Acts of 2000 abolished the Task Force. No final report was made.
