In June 2019, the Work Group to Study the Maryland State Department of Education and the Maryland Higher Education Commission was created by the General Assembly (Chapter 771, Acts of 2019).

The Work Group was to examine the capabilities of both the State Department of Education and the Maryland Higher Education Commission not only in fulfulling their assigned duties and responsibilities, but also in implementing The Blueprint for Maryland's Future (Chapter 771, Acts of 2019).

The Work Group met once, in October 2019.
