The Governor's Award Panel was authorized in 1991 with the Innovative Idea Award Program for State employees (Chapter 459, Acts of 1991). The Program offers incentives for ideas to save State money, increase State revenues, improve public services, or otherwise significantly benefit the State. Initially, the head of a unit of State government may award cash to an employee with an innovative idea and then submits the idea to the Governor's Award Panel for review. At least once a year, the Panel may notify the Governor of innovative ideas recommended for additional awards, such as cash or time off with pay. The Panel also must concur with regulations adopted by the Secretary of Budget and Management to implement the Program.
Five members constitute the Panel. They are appointed by the Governor (Code State Personnel & Pensions Article, secs. 10-201 through 10-208).
The Panel has been inactive since 1998.
