In October 2011, the Task Force to Study the Impact of Adjunct Faculty on Graduation Rates at Historically Black Institutions was established (Chapter 223, Acts of 2011).
The number and type of adjunct faculty and the number of tenured faculty in Maryland's higher education institutions was analyzed by the Task Force. Further, the Task Force evaluated the ratio of adjunct to tenured faculty at historically black higher education institutions and compared that ratio with the State's other higher education institutions.
The Task Force assessed the impact of the ratio on student retention and graduation rates at historically black institutions, including an assessment of the impact of different types of adjunct instructors, such as part-time, nontenure-track, graduate students, and postdoctoral fellows. Finally, the Task Force is to report its findings and recommendations as to any relationship between the ratio of adjunct to tenured faculty, and disparities in the retention and graduation rate of students at historically black higher education institutions in Maryland.
Authorization for the Task Force expired September 30, 2013. The Task Force submitted its report in May 2014.
