Born in Staten Island, New York, November 2, 1930. Attended Caroline High School, Denton, Maryland. U. S. (sociology), 1984; Senior Executives Programs in National and International Security, Harvard University, 1987; College of International and Security Studies and George C. Marshall European Center for Security Studies, 1999. Honorary Doctor of Laws, University of Baltimore, 2000. Order of the Cross of the Eagle, Republic of Estonia, 2001. Speaker's Medallion, House of Delegates, 2005. Widower; two daughters, four grandchildren. Died in Federalsburg, Maryland, November 26, 2016.
