Convened in 1997 by Secretary of the Environment, Attainment Plan Task Force continued work of 15-Percent Plan Task Force, which submitted its final report in January 1996. To attain federal clean air standards for ground-level ozone reduction in Maryland, 15-Percent Plan Task Force recommended emission control strategies to Department.
Attainment Plan Task Force helped develop an attainment plan submitted to federal Environmental Protection Agency in April 1998, and supplemental plan of Sept. 1998. To attain an 8-hour ozone standard in Baltimore area, Task Force then focused on cost-effective and innovative clean-air strategies.
Representatives of State and local governments, industry, and the environmental community comprised Task Force.
Last met in Aug. 2004.

Department of the Environment convened Composting Work Group in May 2012 to assist Department in its study of composting in Maryland and in formulating recommendations on facilitating composting in State. Study and resulting findings and recommendations were required by Chapter 363, Acts of 2011.

In June 2014, Secretary of the Environment convened Cumulative Impact Work Group. Work Group reviewed how to incorporate a cumulative impact assessment into Department's permitting process that is legal, feasible, and upholds standards of environmental justice. Currently, emphasis has been on immediate impact a human activity might have on quality of air, land, or water resources. However, a cumulative impact of a human activity on environmental quality incrementally adds up, and can be significant when past, present, and future impact are combined.

Environmental Noise Advisory Council advised Department on environmental noise standards and sound level limits. Council began in 1973 as Noise Pollution Control Advisory Council (Chapter 709, Acts of 1973). It was renamed Environmental Noise Advisory Council in 1974 (Chapter 287, Acts of 1974). Formerly under Department of Health and Mental Hygiene, Council became part of Department of the Environment in 1987 (Chapter 306, Acts of 1987). After being inactive for nearly a decade, Council was re-activated in Dec. 2000 to address needed changes in regulations governing noise pollution.
Eleven members comprised Council. Nine were appointed by Secretary of Environment for five-year terms. Two ex officio members include one senator named by Senate President, and one delegate chosen by House Speaker (Code Environment Article, secs. 3-201 through 3-205).
Due to funding cuts, Council last met in May 2005. Council abolished effective Oct. 1, 2012 (Chapter 360, Acts of 2012).

Secretary of the Environment convened Lead Poisoning Prevention Study Group in July 2011. Study Group evaluated issues relevant for reducing lead poisoning, including current data, data collection methods, education and outreach, expanding applicability of current law, and long-term funding for lead poisoning prevention.
On Dec. 31, 2011, Department reported Study Group's findings to General Assembly (Chapter 610, Acts of 2011).

In June 2017, Secretary of Environment convened Lead Testing in School Drinking Water Work Group (Chapter 386, Acts of 2017).
Work Group worked to develop regulations that require periodic testing for presence of lead in every drinking water source in an occupied school building, both public and private. Regulations require initial testing to be done on or before July 1, 2018. Regulations were drafted and submitted by Dec. 2017, and adopted in April 2018.

In April 2009, Department convened Pier Task Force to review Maryland laws, regulations, and policy on residential pier construction to determine whether they need to be revised. Task Force considered length of piers over open water; length and height of piers over marshes and related ecological issues; and use of mooring buoys in place of piers. Also under consideration were dredging and its impact on submerged aquatic vegetation; competing recreational uses for waterways; limiting access; waterfront aesthetics; and construction methodology.

REGULATORY PROGRAMS & POLICY
Regulatory Programs and Policy was initiated in Sept. 2011 as Policy and Planning. Reorganized under its present name in May 2015.
Headed by Deputy Secretary, Regulatory Programs and Policy in May 2015 became responsible for four administrations: Air and Radiation Management; Land Management; Science Services; and Water Management. Since a Feb. 2017 restructuring, it oversaw certain administrative offices for audit, budget and infrastructure financing, communications, counsel, emergency preparedness and planning, environmental crimes, fair practices, information management and technology, and legislative and intergovernmental relations. It also was directly responsible for three administrations: Air and Radiation Management, Land Management, and Operational Services.
Phased out in reorganization of July 2017.
SAFETY SERVICES & FACILITIES MANAGEMENT DIVISION
Under Administrative and Employee Services Administration, incorporated into Central Services Division in Dec. 2003.
SCIENCE SERVICES ADMINISTRATION
In 1995, Science Services Administration formed as Technical and Regulatory Services Administration. It reorganized as Science Services Administration in Feb. 2007. Administration encompassed functions of former units, including Emergency Response and Enforcement Coordination; Water Quality Program of Water Management Administration; and Water Quality Monitoring Program and Environmental Assessment Program of Chesapeake Bay and Watershed Management Administration. In Dec. 2004, placed under Assistant Secretary for Policy, Community Relations, and Outreach. In Sept. 2011, it moved under Office of Secretary. In Feb. 2017, it transferred to Assistant Secretary.
Administration provided technical and scientific analyses and data for departmental regulatory activities. It devised solutions to multimedia environmental problems, and made environmental risk assessments. Administration also maintained geographic information systems and Toxics Inventory, did computer modeling of environmental conditions, and monitored shellfish waters for contaminants. Further, Administration developed water quality standards and sets goals for environmental restoration and protection of State waters. In addition, it assessed water quality associated with channel dredging in Baltimore Harbor and Chesapeake Bay.
Under Administration were five programs: Environmental Assessment and Standards; Field Services; Operational and Administrative Services; TDML Technical Development; and Water Quality Restoration and Accountability.
In July 2017, merged with Water Management Administration to form Water and Science Administration.
SCRAP TIRE DIVISION
Under Waste Management Administration, functions dispersed to Design and Certification Division, and Compliance Enforcement and Data Management Division in Oct. 2000.
SHELLFISH CERTIFICATION DIVISION
Under Technical and Regulatory Services Administration, reorganized as Bacteriological Assessments Division in Feb. 2004.
SITE ASSESSMENT & STATE SUPERFUND DIVISION
Under Land Management Administration as part of Land Restoration Program, reorganized as State Assessment and Remediation Division.
SMART GROWTH & ENVIRONMENTAL RESTORATION DIVISION
In May 2002, its functions transferred to Director of Policy and Management within Office of Secretary.
SOLID WASTE MANAGEMENT STUDY GROUP

At request of General Assembly, Secretary of Environment convened Solid Waste Management Study Group in Oct. 2010, to help Department evaluate solid waste management processes for reducing solid waste stream through recycling and source reduction (Chapter 719, Acts of 2010).
Work Group reported its findings to General Assembly in Dec. 2011.
SOURCE PROTECTION & COMPLIANCE DIVISION
Under Water Management Administration, renamed Source Protection and Administration Division within Public Drinking Water Program in 1996.
SPECIAL INVESTIGATIONS & SITE ASSESSMENT DIVISION

TMDL ACCOUNTABILITY DIVISION
Under Water Quality Restoration and Accountability Program, Program developed TMDLs, or Total Maximum Daily Loads, for pollutants in State's impaired waterways. Functions absorbed into Integrated Water Planning Program in July 2017.
TRACKING & HAZARDOUS MATERIALS TRANSPORTATION DIVISION
Under Hazardous Waste Management Administration, Tracking and Hazardous Materials Transportation Division organized as Toxics Information and Operations Center. It reorganized as Toxics Registries and Analysis Program in 1989, Toxic Registries Division of Hazardous Waste Program in 1992, and Tracking and Toxics Inventory Division in 1993. Division reformed as Tracking and Hazardous Materials Transportation Division in 1995.

In July 2008, Wetlands and Waterways Program Fund was established (Chapter 142, Acts of 2008). Through fees for permits, and licences, Department uses Fund to manage, conserve, restore, and protect State's wetlands and waterways. By Jan. 1, 2011, Department was to convene Work Group to evaluate usefulness of Fund; and whether Fund improved service levels within Program.
In Dec. 2011, Department reported Work Group's findings to Legislative Policy Committee; Senate Education, Health and Environmental Affairs Committee; and House Environmental Matters Committee.
At request of General Assembly, Secretary of Environment convened Work Group to Review and Assess Long-Term Funding Needs of State Oil Pollution Programs in July 2010 (Chapter 377, Acts of 2010).
On Dec. 31, 2012, Department reported Work Group's findings to Legislative Policy Committee; Senate Education, Health and Environmental Affairs Committee; Senate Finance Committee; and House Environmental Matters Committee.
In June 2013, Secretary of the Environment convened Work Group (Chapter 425, Acts of 2013).
In April 2014, Department reported Work Group's findings to Governor and General Assembly.
WORK GROUP TO REVIEW & ASSESS LONG-TERM FUNDING NEEDS OF STATE OIL POLLUTION PROGRAMS (2014)
In July 2014, Work Group to Review and Assess Long-Term Funding Needs of State Oil Pollution Programs was convened (Chapter 325, Acts of 2014).
By Dec. 31, 2016, Work Group was to report its findings and recommendations to Legislative Policy Committee, Senate Education, Health and Environmental Affairs Committee, Senate Finance Committee, and House Environmental Matters Committee.
Disbanded in 2017 upon passage of Chapter 390, Acts of 2017, effective July 2017.
