CENTER FOR CONTINUOUS QUALITY IMPROVEMENT
Center for Continuous Quality Improvement began as Employee Development and Training, organized as Work Force Quality in 1992, and assumed its current name in 1997. This office oversaw Employee Development Center and coordinated State Quality Initiative. It also custom designed training programs and provided consultant services to federal, State and local government agencies, and nonprofit organizations. Director coordinated training and employee awards programs statewide.
Under Office of Personnel Services and Benefits, disbanded in Aug. 2003.
CLERICAL WORKERS CAREER ADVANCEMENT TASK FORCE
In 1997, Department of Budget and Management started Clerical Workers Career Advancement Task Force with representation from Maryland Higher Education Commission, University System of Maryland, area community colleges, and American Federation of State, County, and Municipal Employees (AFSCME).
Task Force charge was to identify what clerical and secretarial positions of Executive Branch would benefit from skills enhancement and training. Task Force also was to examine impediments to career advancement; devise innovative training to enhance skills and enable employees to advance in their careers; and consider feasibility of enrolling employees in college courses.
On Jan. 1, 1998, submitted report to House Appropriations Committee.

COUNCIL ON MANAGEMENT & PRODUCTIVITY
Council on Management and Productivity formed as Governor's Council on Management and Productivity: A Public-Private Enterprise, established by Governor in May 1995 (Executive Orders 01.01.1995.12/ 23). Council reorganized in 1996 under its present name within Department of Budget and Management (Chapter 171, Acts of 1996). In 2002, Council's duties and structure were altered (Chapter 126, Acts of 2002).
From business community, nonprofit organizations, government entities, and public, Council sought innovative ways for State to use its resources efficiently. Council evaluated structure and management of State government and recommends public-private alternatives for administration of State programs and for management and ownership of State real property assets. Council also examined government contracting policies and procedures. Council subcommittees reviewed operations of individual agencies and recommend improvements.
Council had nineteen members. Ten were appointed by Governor who named chair. Four were named by Senate President, four by House Speaker, and one by Chief Judge of Court of Appeals.
Although authorization for Council extended to July 1, 2007, funds for Council were omitted from FY2004 State budget (Code State Government Article, secs. 9-1801 through 9-1812).

DIVISION OF PROCUREMENT POLICY & ADMINISTRATION
For State agencies, Division reviewed and approved procurements for services, and procured such services for State use. Further, Division oversaw statewide compliance on certain audits. To ensure effective and efficient statewide fleet and travel operations, Division also provided policy and procedural direction, and contract management services.
Under Division were units for Audit Compliance, Minority Business Enterprise, and State Fleet and Travel Management (Code State Finance & Procurement Article, secs. 3-501 through 3-503, 11-101(1)).
Division disbanded and its units dispersed in Oct. 2019, when procurement functions were consolidated in Office of State Procurement.

Continuous Quality Improvement helps management assess customer service levels and then redirect efforts towards a higher level of service that meets and exceeds customer's requirements and expectations. Involving all managers and employees, it strives for continuous improvement achieved through teamwork. Continuous Quality Improvement was coordinated by Department through Governor's Quality Council.
On Council, each State agency was represented by its quality improvement coordinator.

In Nov. 2008, Performance Appraisal Task Force was established by Memorandum of Understanding entered into by State of Maryland Professional Employees Council. Its members represented human resources units of State government agencies and various labor organizations.
Some Task Force recommendations were enacted into law in 2010 (Chapter 142, Acts of 2010).

Governor created State Information Technology Board in 1993 (Executive Order 01.01.1993.06). In 1994, it was established by statute (Chapter 493, Acts of 1994). Board advised Chief of Information Technology on Master Plan of Information Technology and such other matters as Chief requested. In 1999, Board was further mandated to study and make recommendations concerning Internet-based acts, including commerce, transgressions against user privacy, crime, and uses in health care industry (Chapter 656, Acts of 1999).
Board consisted of thirty-four members. Fifteen members were appointed to three-year terms by Governor with Senate advice and consent. Senate President and House Speaker each appointed two members and Chief Judge of the Court of Appeals appointed one. Fourteen served ex officio. Governor named chair (Code State Finance & Procurement Article, secs. 3-406 through 3-411).
Board last met in 2004.

Voice, video, wireless, data and other electronic communication services, including MARCOM (an integrated digital State communications network), were coordinated by Telecommunications (Code State Finance & Procurement Article, secs. 4-901 through 4-904). State of Maryland Telephone Directory also was produced by this office for State agencies.
Under Telecommunications were three units: Enabling Technologies and Administration; Telecommunications Access of Maryland; and Wireless Services.

TELEWORK STEERING COMMITTEE
In 1999, Telework Steering Committee began its work (Chapter 466, Acts of 1999). Committee assisted Secretary of Budget and Management in establishing telework programs in all executive branch agencies. It also was to gauge potential number of teleworkers in Executive Branch; determine cost effectiveness of teleworking; and, for agency managers, develop a list of teleworking benefits.
Authorization for Committee ended Sept. 30, 2001 (Code State Personnel & Pensions Article, sec. 2-806).

In 1985, State Employees' Health Insurance Advisory Council was created (Chapter 217, Acts of 1985). Council advised the Secretary of Budget and Management on implementation, maintenance, negotiations, and administration of State Employees' Health Insurance Program. Council also advised Secretary on procedure for soliciting bids from health care providers for a contract under Program; types of providers contracted to provide health care benefits; and amounts of those benefits.

Under Office of Budget Analysis, Team D provided budget analysis and assistance to the General Assembly; Department of Budget and Management; and Department of Information Technology.
Under Office of Budget Analysis, Team M researched fiscal issues, and made economic forecasts for State revenues, expenditures, debt, and aid to local governments. Its fiscal planners oversaw disparity grants to counties, security interest filing fees, and the State Reserve Fund Account, which includes the Rainy Day Fund, Dedicated Purpose Fund, Economic Development Opportunities Fund, and Catastrophic Event Fund.

Telecommunications formed as Telecommunications Division in Department of General Services. Division became Office of Telecommunications Management in 1986, when General Assembly expanded Department responsibilities for telecommunications management to provide guidelines and central direction to all State agencies in procurement, use, and maintenance of communication systems. Office reorganized as Telecommunications in 1990. It joined Department of Budget and Management in 1996 under Office of Information Technology, and was placed under Department Information Technology in 2002.
