In August 2013, the Governor established the Maryland Subcabinet for Public-Private Partnerships (Executive Order 01.01.2013.03).

To expand private investment in public infrastructure, the Subcabinet is the State's liaison with groups and individuals interested in pursuing public-private partnerships. The Subcabinet assists all State agencies with information, advice, and support in establishing public-private partnerships, and works to improve the State's policies, regulations, and criteria for forming these partnerships. Quarterly, the Subcabinet meets to review projects, policies, and related issues.

The Subcabinet reviews legislation and regulations that potentially constrain the formation of partnerships, and recommends possible changes. It analyzes the State's use of public-private partnerships, and researches best practices for them. Further, the Subcabinet provides presentations from experts, and informational forums and events. A website with all pertinent data on public-private partnerships in Maryland is maintained by the Subcabinet, the Department of General Services, and the Department of Transportation.
