The Joint Committee on Base Realignment and Closure was authorized in October 2007, and its membership expanded in 2008 (Chapter 469, Acts of 2007; Chapters 339 & 340, Acts of 2008). The Committee provided legislative oversight of the State's response to the Base Realignment and Closure (BRAC) process, mandated by the U.S. Congress. In cooperation with State and local governments, the Committee worked to speed the approval of improvements to the infrastucture needed to support the influx of people and jobs associated with the realignment of federal military bases in Maryland. Such improvements were needed in planning and the infrastructure for education, health care, housing, transportation, and water and sewer.

The Committee consisted of sixteen members: eight senators appointed by the Senate President, and eight delegates appointed by the House Speaker (Code State Government Article, sec. 2-10A-01).

In August 2011, the Committee had its last meeting.

The Committee formally was abolished in 2019 (Chapter 6, Acts of 2019).
