The Senate President formed the Special Commission on Medical Malpractice Liability Insurance in April 2004.
The Commission addressed issues concerning the rising costs and decreasing availability of medical malpractice insurance, while ensuring that the rights of victims are protected and Marylanders continue to have access to safe and affordable healthcare.
On December 17, 2004, the Commission submitted its final report to the Senate President.
